Ten years ago, having in hand the decision by Ho Chi Minh City People’s Committee on permit to establish Thien Phuoc Handicapped Children Fostering Institution, Priest Phan Khac Tu was extremely worried. He only had his enthusiasm and empty hands, without any experiences in the taking care and bringing up of handdicapped chidren and agent orange infected ones. Then some people said: " The Revenend Tu is venturing" But sometimes such venture was necessary and afterwards he made success.

In earlier stage, when visiting Thien Phuoc, everyone felt greatly moved. All was empty. A few chidren were fostered in want. Even those who personally took care of them did not know how to manage. The chidren lived in a narrow and smelly environment, lacking many things. Therefore, all the guests who came to see them, were filled with pity, Thien Phuoc chidren in Cu Chi are learning.

Thanks to Priest Phan Khac Tu’s effort, the active support from the local government and the donors in other places, Thien Phuoc gradually developed. From one institution in Cu Chi, Thien Phuoc opened another in District 12, so far, Thien Phuoc has fostered one hundred and thirty-five children with sufficient necessary means.

Thien Phuoc was trusted and granted by the people’s committee of Ho Chi Minh City 4000m2 of land to build a new center in District 8, where a modorn center for fostering the handicapped and agent orange infected children, and a section for their vocational training when they are grown up. At the center there will be formed a productive and trading unit aiming to make stable revenues for more proactive fostering. Thien Phuoc will organizie a " Communal care" program for those who can not be referred to the center. This is a plan for inviting the excelent experts, domeestic and overseas, over to Thien Phuoc, who will be training those who personally foster the said handicapped at home, and providing them with monthly allownce.

There are many reasons for such success, but the main one is the synergy by Thien Phuoc leadership. All work for the common objective to foster the children with all their hearts and minds, and their altruism, clear and effective.

For ten year now, Thien Phuoc’s prestige has been enhanced with everyone’s love and support. That is the most precious reward to Priest Phan Khac Tu, to all the officers and employees and all the members of Thien Phuoc division.
